A good course needs more than golf knowledge. It needs professionally made visual aids, targeted for different skill levels, it needs an instructor trained to teach in a pedagogically correct way, and it needs a step by step way forward for the golfers.
It takes a lot of resources to develop courses at that level, and that is normally outside the scope of a club pros job description.
